🧾 What Is a BOC-3 Filing?

BOC-3 stands for "Blanket of Coverage" and refers to a federally required form used by motor carriers, brokers, and freight forwarders to designate legal agents in every U.S. state where they operate. These agents are authorized to receive legal documents on behalf of your business.

This filing is essential for maintaining compliance with the Federal Motor Carrier Safety Administration (FMCSA) and is a prerequisite for activating or reinstating your Motor Carrier (MC) or Freight Forwarder (FF) operating authority.

Without a valid BOC-3 on file, your authority can’t be granted—and if it’s been revoked, it can’t be restored.

🧑‍⚖️ What Is a BOC-3 Process Agent?

Expert Government Services for All Your Needs

A BOC-3 process agent—sometimes called an FMCSA agent—is a designated individual or company authorized to receive legal documents on behalf of a motor carrier, broker, or freight forwarder.

These agents must have a physical presence in each state where your business operates. Their role is to accept official correspondence, such as court papers or government notices, and ensure they’re properly forwarded to you.

📝 What Does “Service of Process” Mean?   Service of process refers to the delivery of legal documents—like a summons or complaint—that notify your company of legal action. Your process agent ensures these documents reach you promptly and securely.

Designating process agents in all 50 states is a legal requirement for filing your BOC-3 with the FMCSA and securing your operating authority.
